Meet Your Candidates for Town Board
Election Day is November 8th. This year the Town of Duane will have only two positions on the ballot. Both positions will be seats on the Town Board.
On July 12th, thirteen people attended the Town of Duane Republican Caucus. The group nominated Laura Paquin and Carmella Teeple to seek election to the
Town Board. Both individuals asked the Democratic Party to support their candidacy. Their request was granted at their caucus. Carmella is seeking re-election after
serving four years on the board. Laura is a retired nurse. She has lived in Duane for 36 years and is seeking her first term.
Park Line Deli Opens for Business
On July 15th the Park Line Deli and Grocery opened for business. The store is located on Rt. 30 just north of where the old Tamarack was located. Owner William
Duryea had to overcome many hurdles to reach opening day. Bill and daughter Becky have been busy serving up food at the deli. You can order breakfast sandwiches,
subs, wraps, pizza, and deli salads. Each day they have a lunch special. Soon they expect to be serving soups, stews and chili. There is plenty of seating inside or out.
Next spring they hope to have a gas pump and be serving soft ice cream. In a conversation I had with Bill he expressed his gratitude to the community for all of its support.

My Favorite Fall Hikes
As we approach the sunny cool days of fall I thought I would share with you some of my favorite fall hikes. (1) If you want to stay close to home and have only a short amount of time to hike, the Nature Trail behind the church on Rt 26 is ideal. The trail leads to a viewing stand overlooking a pond. It’s level and from start to finish will take less than an hour. (2) The “Pinnacle” near Santa Clara offers some outstanding views for the small amount of effort required to climb it. The maple forest surrounding it provides a beautiful fall view. The hike up to the summit is 0.7 of a mile. The climb is relatively easy due to the switchbacks in the trail. To get there, go down Rt 30 and turn right on Rt 458. Travel 9.4 miles and look for Conger Rd on your right. It’s a dirt road with a state sign located a short distance from Rt 458. Travel down Conger Rd 1.5 miles to the trailhead parking area. (3) The VIC Center offers some great hiking trails. They have elevated viewing stands, foot bridges, lean-tos, waterfalls, and a picnic area near the parking lot. (4) My favorite, Baker Mt. in the village of Saranac Lake. This is a more difficult climb than the previous three hikes mentioned. In my opinion this mountain offers some of the best views in the Adirondacks for the least amount of climbing effort. The view and colors are just spectacular in the fall. I took the photo above from a ledge near the summit of Baker Mt. From the trailhead to the top of Baker Mt it is 0.9 of a mile. To get there travel to the village of Saranac Lake. Ask directions or use your GPS to get to Forest Hill Avenue. Stay on Forest Hill until you come to Moody Pond. Park next to the pond and the trail is across the road.
Repairs to Town Garage

You will recall from the last issue of The Guide the heavy snowfall from last winter caused much structural damage to our town garage roof. It was decided that the pitch
of the roof should be steeper and the roof trusses reinforced to hold a heavier load. At a special Town Board meeting held on August 24th the board accepted the bid of $91,982.00 from Tim Leahy Construction. The project will be completed this fall.
Garage Sale A Success
The town wide garage sale held early in June proved to be very successful. The Duane Angels organized the two day event as a way to raise funds for the Duane Fire Department. Spokesperson, Pam LeMieux, expressed her appreciation to all town residents who help to make it a success. The town wide garage sale is an every other year event. Raffle tickets are still available for the wooden glider donated by Bill Brunelle.
Cell Tower Is Up But Not Operational
Installation of the cell tower behind the fire station is complete. The tower and substation are fenced in for security reasons. At this point in time the tower is not operational. Verizon has not indicated as to when the tower may begin supplying service to our area. The APA would only allow a height of 80 feet. Many concerns have been expressed as to how far the signal will travel. As you can see in the photograph the tower is not much higher than the tree tops. So if you were wondering, I didn’t cut the top of the tower off when I shot this photograph!
Summer Repairs Made to Studly Hill and Ayers Road

Your highway department has been very busy this past summer making repairs to Studly Hill and Ayers Road. The drainage ditches were cleaned and graded, pot holes were filled, a drainage culvert installed and the roads were resurfaced with sealer and stone.

Snowfall, It’s All……Relative?
Are you ready to put last winter behind you? Well, if you feel like me I’m tired from plowing snow, snow blowing, shoveling and pulling snow off roofs! I have no doubt
that we had a very snowy winter. Just how much snow did we get? Our weather is very unique and the amounts reported for Malone and other areas do not reflect our
true snowfall. So just how much did we get? Well, it turns out Ron Pederson has been keeping records for the past few years. Ron lives near the cemetery on Studley
Hill. Here are some of Ron’s snowfall totals for the last few years.
2007-08 - 145” 2009-2010 - 170”
2008-09 - 169” 2010-2011 - 233”
Yes, we had over 200 inches of snow this past winter! In the month of February alone we had 72” of snow. Now, you might be wondering how this compares to other
locations. Ron did some research on the internet and here is what he found. These amounts are average annual snowfall.
Malone, 118” Tupper Lake, 95.5” Lake Placid, 122.3”
Buffalo, 91” Syracuse, 114” Burlington, 77”
New York City/Central Park, 24” Steamboat Springs, CO 168”
I guess all this data means Duane has the distinction of being the “Snow Capital of The Adirondacks”!
Town Garage Roof In Need Of Repair
As the article on the front page points out, this past winter was very snowy! Not only did we have a snowfall of over 200 inches but we experienced very few days of
thawing. As a result, the snow accumulation on many roof tops approached 30 inches of snow and ice. Last February Ned LeMieux Jr., Town Highway Superintendent,
was walking back to the bay area where the plow trucks were parked. He looked up and noticed a fairly large gap between some of the sections of sheet rock on the
ceiling. Upon further inspection he quickly realized the roof was sagging from the weight of the snow. His quick response probably saved the roof from collapsing. Once
the snow was removed it was determined that additional structural support was urgently needed. The ceiling had dropped almost 6 inches! The rails supporting the
overhead doors had slight bends as a result of the ceiling drop. The roof was jacked up and additional support added. The two photos below show the extent of support
that was provided. The horizontal beams are 2x12 laminated plywood. The vertical posts are solid 8x8 pine.
The garage was built in the early 70’s. To prevent any future problems additional repairs are under consideration. Specifically the pitch of the roof is being evaluated. A
change in the pitch would also require a change in truss design. The Town Board is considering and evaluating various options.
Cell Tower: Under Construction!
Verizon has begun construction of a 95 foot cell phone tower behind the fire station. The tower will be used to provide cell phone service, internet service and emergency
service to the Town of Duane. It was anticipated that the cell tower would be up and running before this date. As a result an article appeared in the September 2010
issue of The Guide concerning how residents can connect to the high speed internet capabilities offered by the cell tower. If you have any questions you might want to
stop by the Verizon Store located in the Cedar Commons Plaza in Malone.

Duane Fire Department Gives Recognition
On November 27th members of the Duane Fire Department celebrated the 40th anniversary of the fire department. The anniversary and awards banquet was held at the Malone Golf Course. Approximately fifty members and guests attended the event. Serving as master of ceremonies for the evening was Ken Fish. Fire Chief, Ned
Lemieux Jr. started the evening off with a reading of the history of the fire department. He was followed by Gil Paddock who displayed a plaque that will be presented to
Senator Betty Little for her strong support over the years. Gil then read a proclamation sent from Senator Little’s office to the Duane Fire Department. Ken Fish
presented plaques of appreciation to local fire districts for their mutual aid support. Receiving these plaques was: Malone, St. Regis Falls, Paul Smiths and Owls
Head/Mountain View. Three of the original founding fathers received special recognition. All three are still actively involved in the fire department. For their forty years of
duty and service each received a bronze statuette of a fireman. The three honorees were Richard Brown, Ned LeMieux Sr., and Gil Paddock.
The community expresses its gratitude to all former and present members of the Duane Fire Department.
Church Bell Restoration Complete
Several years ago the bell located in the belfry at the Methodist-Episcopal Church had to be removed due to structural problems. This past summer Ned LeMieux Sr.,
Town Supervisor, constructed a stone base for the bell. He spent many mornings and afternoons using his masonry skills building a base which complements the church.
When the base was finished he spent hours cleaning and painting the bell. In mid September the bell was very carefully placed on the base next to the church. A plaque on the front reads, “Erected 1844 by the people of Duane and used for public meetings and as a place of worship until 1982. The domed cupola
and rounded arches are in the Romanesque Revival style typical of many eighteenth century New England meeting houses. This building has been placed on
the National register of Historic Places by the United States Department of Interior.” Much time and effort went into the completion of this project. As you pass
by the church, the bell serves as an eye catcher. Many thanks go out to Ned. It looks great! On the left you will notice a sketch done by Ned LeMieux Sr.. It shows a
dome shaped roof over the bell. He is seeking input from town residents as to their opinion; “Should the bell be left as it is, or should a dome shaped roof be built over
it?” To express your opinion/idea please contact Ned LeMieux Sr.(483-4768) or one of the town council persons.
2011 Town Budget
The 2011 Town of Duane Budget was adopted on October 20th during the regular monthly meeting. Prior to the regular meeting a public hearing was held on the proposed
budget. Copies of the budget were made available and no one in the audience spoke to the budget. The vote to adopt the budget was unanimous. The poor state of the
economy presented challenges in preparing a budget. A total of three long workshop sessions were needed in order to exam the budget line by line. The final budget is slightly
more than a one per cent (1.3%) increase over last year’s budget. The Town of Duane budget includes funds for: Highway, Fire Protection and Town General. To reduce
the tax burden in 2010, the budget was paid down to $220,468 by using $10,000 from reserve funds. Once again this year the board felt it was necessary to keep the tax levy
to a minimum. As a result the 2011 budget was paid down with $16,368 from unexpended funds to $223,266.
Holiday Spirit Brings Joy to Young and Old
On December 4th the Duane Angels sponsored their annual Holiday Christmas Party. The party, held at the Duane Fire Station, was well attended by members of the
community. The festivities started with a pot luck lunch which featured a variety of very tasty dishes. After lunch everyone was given the chance to share their wish list
with Santa Claus. The Christmas Party is an event that brings residents of all ages together for an afternoon of fun. Everyone left smiling and full of that Christmas
spirit! Many thanks go out to the Duane Angels and town residents who make this event possible each year!

Spring Garage Sale: This spring the Duane Angels will be holding a garage sale at the fire station to benefit the Duane Fire Department.

Run your generator: Due to the addition of ethanol to gasoline it is more important than ever to be sure you run your emergency
generator at least once a month.
New resident? In 2008 the town developed an Emergency Preparedness Packet. At that time the packet was distributed to residents of

General Store To Open Soon
Since September 2007, when the Tamarack burnt to the ground, the Town of Duane has not had a general store. Three years later, that is about to change thanks to William
Duryea. An opening date has not been established, but Bill hopes to have the General Store open sometime in October. The store will be open from 6 AM to 10 PM seven days
a week. He plans to have his daughter manage the store. The inside and outside of the building were designed with a very attractive Adirondack rustic look. Much of the
lumber was cut by Bill on his saw mill. The stone chimney standing outside will be used as a focal point for an outside cabana. Picnic tables located near the chimney will
provide outside dinning opportunities.
I asked Bill what goods and services the General Store will be selling. They plan to sell gasoline, dry goods, ice cream, cold soda and beer; a deli will provide hot and cold
sandwiches, there will be homemade salads and a soup of the day. Tables will be located inside along the front window. You’ll be able to sit and enjoy that morning cup of
coffee with a pastry or your favorite sandwich with a cup of soup for lunch. On your way out stop and check the community bulletin board.

This age is often referred to as the information age. Much of the information we use comes from the internet. It’s fast and convenient. Thanks to the efforts of town
resident James Lalonde, the Town of Duane now has a web site up and running. At the June 16th Town Board meeting Jim demonstrated how the web site works. Through
the use of a projector and screen he walked the board through the various links found on the home page. The address is: www.duaneny.com. The home page shows the
weather, FOIL information (Freedom of Information Law) and a list of town officials. On the left hand side of the page there is a list of links that you can click on to gain
additional information. The list currently contains the following: Town Clerk, Community Calendar, Newsletter, Food Pantry, Town History, Business Directory, Justice
Court and Fire Department.
If you don’t spend much time on the computer you might be asking yourself, what is the purpose of this web page? First of all, the information can be obtained by anyone
world- wide. For example, perspective home buyers from outside this area can learn a great deal about our community through this web site. If their questions can’t be
directly answered by the site, then they should be able to get the information they seek from one of the public officials listed. Second, the web page serves as a resource. A
great deal of town information is consolidated on these web pages. Third, it’s a fast efficient way to get timely information out to the public.

Cell Phone Tower Brings High Speed Internet to Duane
This past spring Verizon obtained a building permit to construct an 80-foot tall cell phone tower behind the Duane Fire Station. The tower will provide much needed cell
phone service to the area along with emergency services for the town and county. As an added bonus you might be able to take advantage of the high speed internet
service provided by Verizon. This wireless service is called 3G (third generation).
The first generation (1G) began in the early 80’s with analog cellular communications. The second generation (2G) emerged in the 90’s with the introduction of digital
technology. 3G offers a greater bandwidth for increased downlink speeds.
As you may have guessed this broadband internet service is not free. First of all because the tower is operated by Verizon you must use equipment that is compatible with
their service. For example Sprint or AT&T is not compatible with Verizon’s service. The service is wireless therefore if you use a laptop computer your laptop can be
connected to the internet anyplace you have Verizon service available.
Step #1: Check to see if you have a cell phone signal at your location. Not everyone in our town will receive a signal from the tower. Due to trees and the terrain you may
or may not receive a signal. The best way to check is simply see if you get a good signal on a cellular phone. Make sure you check for your signal at several locations
within your home.
Step #2: Purchase the USB760. This device is shown at the right and simply plugs into any available USB port on your computer. The antenna system is built-in. Where
can you buy this device? Not too many places offer the USB760. You will find the pricing to be fairly consistent when you do find a store that sells it. Locally you can
purchase the USB760 at the Verizon store located in Malone up on the hill in the Cedar Commons Plaza. If you go there ask if they have any refurbished units. Many
times the refurbished units are free after a rebate. Best Buy also sells this unit and they will run promotions on the device and many times will offer free installation to your
computer. When I wrote this article the prices listed below were the current prices. I was told pricing varies with rebates and promotions. You will have a 30 day
return policy.

The USB760 will only connect one computer to the high speed network. If you will be using two computers at the same time you might want to consider purchasing the
MiFi which is compatible with the Verizon service. Costs for the MiFi are very similar to the USB760. The Malone store will also have refurbished MiFi units from time
to time.

*You have two choices when selecting a monthly plan. If you consider yourself a light user you can purchase a plan for $39.99 which allows you to download 250 MB per
month. Anything over the 250 MB will cost you 10 cents per MB. The $59.99 plan allows you to download 5 GB per month. Anything over the 5 GB will cost you 5
cents per MB. (5 GB = 5,000 MB)

School Tax Increase Explained
Recently The Malone Central School Board of Education voted to keep the tax levy at $11,198,257 for the fifth straight year. In spite of this 0% increase in the tax levy, residents of Duane can expect an increase in their school taxes. How is this possible? Nine local towns make up the Malone Central School District. The amount of taxes paid by each town varies. The largest town is Malone and they pay the largest share of school taxes. Annually the State of New York establishes an equalization rate for each town. Equalization seeks to measure the relationship of locally assessed values to an ever-changing real estate market. The equalization rate for Duane is 85%, unchanged from last year. The equalization rate for Malone is 86.7%. This is an increase of 6.5% from last year’s rate of 80.2%. The increase is due to the overall lower prices paid for real estate in Malone compared to their assessed value. Due to the fact that Malone pays the largest (58%) portion of the total tax bill, any changes in their equalization rate significantly impacts the other eight towns. The residents of the Town of Malone will see a reduction in their school taxes. Unfortunately this means the other eight towns will have an increase in their school taxes. Here in Duane we will see a +3.44% change. This will amount to an increase of 59 cents per $1,000 of assessment. To this amount you will need to add 5.3 cents per $1,000 assessment for the Wead Library tax increase. (Total increase: 64.3 cents per $1,000 of assessed value after STAR reduction)

Duane Fire Department: 40th Anniversary
Follow-up Story
In the last issue of “The Guide” you found an insert on the history of the Duane Fire Department. I found the article to be most interesting. When I finished
the article I knew there had to be many human interest stories that would be equally as interesting. After asking a few questions I realized the human
interest stories from the firemen would make for some great reading. Here are two of their stories.
Ned LeMieux Sr. shared this story with me. It was pointed out in the history that five residents personally guaranteed a $12,000 mortgage to build the fire
station. Ned was one of the five. It seems shortly after making this commitment; Ned was in need of a new vehicle. After deciding on that nice new shiny
vehicle he was a little surprised by what happened next. It seems the banks were reluctant to give him a loan in light of the fact his name was attached to
this mortgage!
Dick Brown explained to me how the current location was determined. It seems before the fire station was built a pumper truck was parked near Ford
Paddock’s residence. He lived just north of the Tamarack on Rt. 30. Route 26 was under construction and the road leading up from Rt.30 was gravel. A fire
was reported at a residence across from the Church. A crew jumped in the pumper and headed up Rt. 26. Well, between the weight of the water and the
gravel surface it was questionable if the pumper truck would climb the hill. It did, but Dick tells me it was then that they decided a fire station had to be at the top
of the hill. This way they would either be traveling on a flat or going downhill!
In closing I would just like to say that writing this story made me realize how many sacrifices were made to make our fire station what it is today. I developed a whole new respect for our fire department and the people who make it possible. On this 40th Anniversary, the entire community should take pride in the Duane
Fire Department.
APA Approves Cell Tower for Duane!
The state Adirondack Park Agency has issued a permit to Verizon Wireless and the Duane Volunteer Fire Company to build an 80-foot-tall cell tower on
Fire Company owned lands. Verizon will attach a 12 panel array on top of the 80-foot tower. Two whip antennas, one 18-foot antenna for Franklin
County Emergency Services and another 16-foot antenna for the Duane Volunteer Fire Company, will extend above the top of the tower. The tower will
be painted a dark gray or black color with a non-reflective or matte finish.
APA Executive Director Terry Martino said in a news release, “We are especially pleased that Franklin County Emergency Services and the Duane
Volunteer Fire Department will have room to co-locate their communication equipment which enhances their ability to respond to emergencies.” The
town is extremely grateful to Gil Paddock for his tireless effort to make this a reality. A thank you also goes out to all the individuals who wrote letters in
support of the tower. Together, WE DID IT!
Do I need a building permit?
The purpose of a building permit is to ensure that the proposed work complies with codes enacted for health, safety, energy and environmental purposes. For example, there
have been specific cases where insurance companies have refused to pay for damages as a result of work that was not approved by a local code enforcement officer. Think of
codes as a way of protecting the occupants of a dwelling from structural problems. Such problems might cause a fire, water damage, or unnecessary heat loss. Living within
the Adirondack Park Agency complicates the permit issue even more. The safest rule of thumb is; if in doubt, ask! When dealing with the APA keep ALL paper work for
future reference. For any questions pertaining to building permits contact Bob Crossman, 483-5425.
Some Reminders for Dog Owners
Per New York State Law, all dogs reaching four months of age must be licensed. A Rabies Vaccination Certificate is required from a licensed veterinarian and must be presented
to the Duane Town Clerk in order to obtain a dog license. There is a Dog Control Law in the Town of Duane. “It shall be unlawful for any owner of any dog to permit or allow such
dog, in the Town of Duane, to: be at large; engage in habitual barking...” “At large”, means any dog that is not leased and on private or public property. This law is very
specific outlining enforcement and penalties. Dog owners are asked to be respectful of this law and your neighbors. Any dog picked up by Dog Control that does not have a
current rabies vaccination cannot be redeemed by the owner per New York State Law. The owner will be responsible for any fees incurred to vaccinate the dog against rabies.
As We Approach…BUG SEASON!
I don’t know if it’s possible to learn to live with black flies but I have learned how to spend more time outside during black fly season. You don’t live in the Town of Duane and
not know a few things about the habits of black flies. Yes, they BITE, but only the females! Quoting from a recent article, “Female black flies have scissor-like mouthparts
with serrated edges. The female flies require a blood meal so that they can lay eggs. Males feed on nectar from flowers.” Huh, bet you Jay Leno would have fun coming up with
a punch line for that! Black flies feed on all classes of livestock, wildlife, birds and humans. There are over 1,000 species of black flies! They can produce 1 to 6 generations per
year depending on species and climatic conditions. Adult female feeding may last from 2 weeks to 3 months. Adult black flies may travel 8-11 miles from the swiftly flowing
streams where they hatched.
Here are some of my observations. I’ve noticed black flies don’t seem to like getting up early so I try to get much of my outside work done before 10AM. They also seem to
be attracted more too dark colors such as red, black, green and blue. I usually wear tan or some of my old white dress shirts. They also are attracted to heat. I no longer use
the black grill on my deck during bug season. Once you attract these uninvited guests they don’t want to go home. I’ve also noticed that digging dirt seems to release
something that attracts them. I usually wear my bug netting when planting flowers. Oh, that reminds me of a neat trick if you wear bug netting. Take a black permanent marker
and where your eyes will be looking through the webbing color it black. The black will reduce the glare from the webbing making it easier to see. Noise and motion also seem to
be factors that attract them. If I get a visitor who drives up my driveway in a dark blue truck…..oh boy! So here I sit with driveway blocked off, 10AM, dressed in white mummy
garb…but, I’m outside! You know upon re-reading this, it might be easier to list the things that don’t attract these little creatures!
February 17th
All board members were in attendance.
New Business:
Supervisor LeMieux shared with the board a letter from the Town of Waverly requesting feedback concerning the hiring of a Level II Technician for EMT. A recent incident has prompted Waverly to look at ways that several communities might join their resources in an attempt to provide better medical service in times of an emergency. The board felt they needed additional information before any action could be taken.
Town Highway Superintendent, Ned LeMieux, shared with the board his outline for the hiring process of a new employee. An ad outlining the qualifications is currently running in the Telegram.
The Board passed Resolution #3 of 2010. This resolution will allow “The Town of Duane to be Co-Applicants on County of Franklin Planning Grant Application to NYS Dept. of State Local Government Efficiency Program”.
Duane Angels Plan Fund Raiser
The Duane Angels are once again planning a fund raiser to benefit the Duane Fire Department. On June 8th the Angels will be sponsoring a Ladies Night Out. The event will be held
at the Duane Fire Station and will begin at 6 PM. The public is invited to come and participate in the activities. The evening events will include a variety of vendors demonstrating and
selling their products. Refreshments will be served so come and enjoy a fun evening and support your fire department.
Ladies Groups In Duane
Our small Duane community has two very active Ladies Groups. Pam LeMieux was the first to initiate a Ladies Group. Pam currently serves as chair for the group known as
The Duane Angels. The Duane Angels have provided and sponsored the annual Halloween and Christmas parties for all the children, grandchildren, and residents of Duane.
These two events are the largest social events of the year for the town residents. Together they provide the community with the opportunity to get together, enjoy good company
and conversation with the focus centered on the children. The Duane Angels also organize and run fund raising events to benefit the Duane Fire Department.
The new group, Duane Welcoming Neighbors, chaired by Gloria Gori and Michelle Asselin has organized social events honoring Duane residents. On October 19th, Morton
and Barbara Gale were presented a special cake in celebration of their 67th wedding anniversary. A baby shower was given for Wendy Roe and Jamie Pelkey to welcome our
two newest residents, Kora Brook Roe and Jacob Riley Pelkey. December’s event was a cookie exchange party. Cookie platters were prepared and delivered to our senior citizens. The group’s goal is to lend a helping hand in times of need and to welcome new-comers. Contact person: Gloria Gori 483-4369
